In your workflow try removing the body and attachment part from the code and use the code inside body of the send smpt mail message as below “

<img src=”“C:\Users\pavan\Pictures\Pavan.png”" alt="“Flowers in Chania”" width="“460"” height="“345"”>"

In your code remove the assign activities and directly in the body of the mail put the code that has image in it, that will work
