Is it possible to enable the scripting just for one user in the server side? Which configuration could I use? Thanks!

yes it is possible. You can find more information in the SAP GUI Scripting Security Guide on page 9. If you set this parameter to true, the user which wants to execute SAP GUI Scripting needs special authorization objects.
