Regutil not installed. How do I create a license key?

I am stuck in a loop for trying to get my robot to link with orchestrator. I need a license key to allow my robot to work, but in order to get a license key, i need a robot to work. What can I do now? I have signed up for enterprise today thinking I would get a license key but I cannot find it.
