Reasons to use REF as department standard

Good day,

As the title mentions, currently, I am looking for a reason to establish the REF as a department standard, for this, I need some solid reasoning.

Is there any document or page that I could use to back up this decision. Even more, if there is some sort of comparison with other Frameworks, if there is any.
