Make sure the Excel file is not open. Also, if you’ve stopped the automation in the middle of it running the Excel Application Scope, there could be a hidden Excel process still running and holding onto the file. Close all open Excel windows. Then go into Task Manager and kill all Excel processes.
Also, it’s looooong past time you should be working in modern.
