Read Range: Could not read range A1

I’m having issue on reading this excel file here is the error encountered:

When I’m reading it on A3 it is okay no error at all but I need to read from the A1 since this is the header. I cannot find what causing the issue seems like there is something wrong in with the contents but I can’t find it.

I also tried deleting the excess rows and cols still the same

It seems your cell “X2” has illegal data as the following. How did you create this workbook?
