Here’s my 2 cents:
Issue about Feedback is not its type(positive or negative) but a failure to consider providing the same in the first place.
And I think team is trying to address the latter by providing little motivation to help users consider providing their feedback.
Another issue I see with regards to feedback is "when the feedback is not quite positive, we(most individuals) would often/sometimes prefer to stay silent due to a fear of being seen as difficult person or criticizing one or due to the risk of losing connection with the recipient(and there can be many more reasons…)
So, in my view sharing feedback(irrespective of its nature/type) takes a conscious effort and courage as well(in some cases when feedback is not-so-positive).
