Query on Used Value in Licensing Dashboard in Insights

In LicenseDataPerMachine Table in Insights - For the “Used” field, we are seeing the value as 2 apart from 1( Indicates that license is consumed) and -1 ( License is released) . Could you please suggest what could value 2 indicate in License allocation.
