Publishing my Automation to the Orchestrator Development

I have the OCR.Intelligence.Activties package on my desktop project, but I keep getting this error when I try to run it in the orchestrator for testing: Could not load file or assembly ‘UiPath.IntelligentOCR, Version=6.22.1.0, Culture=neutral, PublicKeyToken=null’. The system cannot find the file specified. the workflow works and has no bugs and I even tried remaking it from scratch and downloaded all of the dependencies again in a new project. how do I fix this error?
