Is it possible to set up Orchestrator 2021.10.x without or disable uipath Apps and Activities?

Disabling activities would mean Orchestrator is useless. The entire point is to write automations (which use activities) and then run them with Orchestrator.
Why would you need to disable Apps? If you don’t use them, don’t use them.

Are you using Community Edition? If so it won’t be applicable, because it’s a version maintained by UiPath and not customized
If you are a enterprise customer and have the onpremises orchestrator then you can contact UiPath for your requirement
