Orchestrator > Queues > upload items : cannot use Korean Text even though I encoding the csv file to UTF-8

오케스트레이터에서 Queues 에 Upload items 로 UTF-8로 인코딩한 csv 파일을 올렸으나,
Header 정보만 정상적으로 한글로 보이고, data 는 깨져서 그림처럼 나옵니다.
해결 방법이 있을지요?
