Orchestrator installation on production web server and development web server

Hi
Can we install Orchestrator 18.1.1 (licensed copy not trial copy) on a DEVELOPMENT web server to connect 1 Unattended robot on a DEVELOPMENT VM Desktop and do the same thing after we have performed rigorous testing, but this time on the PRODUCTION server to connect to the Unattended robot on a PRODUCTION VM Desktop ?

We were advised that the Orchestrator full license comes with 1 development/test Orchestrator license.
We went through a pilot where we used a laptop to install the CE Studio (no connections to any SQL server or web server) and we now want to move that robot to the production environment.

We have a development and production environment set up and would like to know if we can do the above ie. connect Orchestrator on DEV and connect Orchestrator on PROD for parallel testing.
