We are experiencing 15 mins delay in orchestrator since yesterday in our Cloud Enterprise platform.

Is your Enterprise installation in the Cloud or on-Prem?
Either ways, this question is better served when brought to the attention of UiPath Support. It is difficult if not impossible to diagnose an issue such as this without having access to the specifics of your installation and/or scrutinizing the logs.
