Orchestrator Community edition cloud.uipath.com shows multiple organisation under same email login.why?

Found that the above are TENANTS under Organization.So there are 2 tenants -

  1. Automation cloud tenants ( which will have services like - orchestrator,data services,processes) i.e. that shown in the previous image.

  2. Inside each Orchestrator service, there is another tenant with Robots,machines, processes.

My question is under Community edition, in AUTOMATION CLOUD - “ADD TENANT” is disabled and requesting to upgrade to enterprise if we want to add more tenant.
SO, Creating multiple tenants under organisation is possible in community edition.Can someone clarify?
