If a Citizen Developer bot license is not added to the Orchestrator, you won’t be able to assign the license to a robot or use any of the features associated with that license.

One option is to use the UiPath License Tool, which allows you to manage and allocate licenses to individual machines. The tool provides a dashboard that shows you an overview of your license usage, including the number of licenses used, available, and assigned to specific machines.
