Why I cannot set a Breakpoint on a Flow Decision activity?

In a Flowchart, add a "Flow Decision" and try to add a Breakpoint. The Breakpoint will not be added.

This is a known limitation for all Flow Nodes (i.e. Flow Decision, Flow Switch) and it will be addressed in a future version.
