Hmm i see the issue now, it looks like this other post had the same issue and did not have a response.

Option to add local users not available

I am trying to add a local user in my Enterprise trial orchestrator (cloud). The documentation about managing users (Assigning roles) states the following “On the Users page, click the Add button, and select Add Local Use”. However this option is not available. The only option I have is “Add User or Group” which only seems to allow picking users that were invited. The account I’m using has the appropriate role and permissions. How can I add local users?
