No , actually one of my contacts received an alert that they should migrate from Automation Hub SaaS instance (independent) to Automation Cloud by 1st April ?
My question is: it compulsory to migrate to Automation cloud?

Yes!
To have the governance applied to all the users of Hub everyone must be a part of automation cloud
