Merging of excel data on repeating fields of same column

Hi,

Please find attached excel.Book1.xlsx (8.4 KB)

I want to VLOOKUP on branch name and get the EmpCost value from sheet2 in sheet1 but on Prev yr value of column Year.

Please find example:
