What license have to assigned to machine? is it unattended?
did you give publisher role to user in tenant → manage access → edit user → roles

Yes, it is Unattended and updated role to Publisher but still getting same error
Unattended license is not intended for publish..its for running the already published jobs
please change license to automation developer..automation developer role is also missing
