Machine template & licenses question

hello everyone,

a question, assuming I have a cloud orchestrator with a tenant, and within the modern folders I have 3 environments: dev, quality and prod.

Assuming I have three machines: one for dev, one for quality and one prod.

How many machine templates should I create?

Would two be enough? One for test/quality associating the non-production license and one for prod associating the unattended licenses?
