License utilisation for long-running process

Couldn’t find any documentation on license and robot utilization for long-running workflows.
The only related info is

“Long-running workflows can be resumed in any available Robot of the same type as the one that suspended a job (for example unattended or non-production) part of the same environment or folder, thus local resources required for execution must be made available after persistence points too.” from Orchestration Process

Can anyone advise on the points:

  1. If job is suspended do I understand correctly that Robot becomes free to run another process, according to the extract from doc above?
  2. If job is suspended will that license runtime become available?
