Is excel created from excel application scope different from excel application in local windows

Hi,
I have one requirement where I need to handle Azure pop up in excel but in excel that is generated from excel application scope is not generating that pop-up but If I open excel application I am getting azure pop up

Can anyone explain why I am not facing azure pop up when I created excel from excel application scope
Note - Formula I have used in excel application scope is (Path.Combine(Environment.GetFolderPath(Environment.SpecialFolder.Desktop).“temp.xlsx”)
