Is community edition allows adding other user to orchestrator organization and is that new user able to login same organization

I think you can add users in community edition as well. i could see the option to invite users
Go to orchestrator → Tenant → Manage Access → Manage Accounts and groups → Invite Users → there you can mention the mail id and invite users and they login as well.

but keep in mind u will be having very limited licenses in community

able to add new user to organization and second user can login as well. But second user cannot able to get orchestrator when user#2 clicked on orchestrator button from organization home page, its giving “you cannot authenticate”
Can you please help
