Agents use Agent Units, except for the context grounding in an agent, which for some reason uses AI Units.
You need to purchase Agent Units to run agents, they cost 12k for 60,000 Agent units on the flex plan, and each LLM call an agent makes uses 1 Agent unit.

Licensing: Ensure your license is either Community, Standard Trial, or higher. Some licenses only support creating and running agents within the Agent Builder. (In my case I had basic trail license, so I had to upgarde to standard trial license)
