Insights Installation Error "Could not connect to the database"

How to resolve the error might occur during the Insights installation, at the step "Orchestrator Database Connection", the following "Could not connect to the database" ?

The malfunction comes when using SQL Authentication and the password of the SQL user starts with the character « = »
The connection string generated to test the connection, before starting the installation, will not work because it is written as Password==…

It is necessary to surround the password with double quotes in order to establish the connection.
This exception happens only on the Orchestrator database part and not on the Insights database connection part.
