Insert Text over image in outlook as HTML

Hello Everyone,

I am trying to insert text over image in send outlook email using HTML, I know that outlook ignores most of the HTML tags, I tried VML but it’s not even working.
I am using windows 10 and outlook 2016.

Any help is appreciated.
