I’m done with [Level 1 - Foundation Training] and [Level 2 - Orchestrator] on [RPA Developer - Advanced Learning Plan] since Dec-2018, but login today it’s showing 0% for them. How can I do this? Re-leaning?

These training that you have in your learning plan are based on the new versions that are released time to time.
The ones you have already completed are listed there as well.

You can opt to take these trainings if you want to train on the latest versions which may have more/updated training materials but its not a mandate.
