I am new to uipath. I have started learning but I have a doubt. Should I start with Level 1 - Foundation Training - 2018.3 or uipath-2019.4-updates?

As you are new to UIpath, First start with 2018.3 training and later you can read 2019.4 and just it will tell about new features in the current version.
