Funny that if I use Copy and Paste vs Repeat, I don’t get the error.
Is there some cleanup I need to do for Repeat?

I can just reproduced the issue. I think it’s a bug. Please raise a bug report from Studio etc.
As workaround, can you try to extract DownloadFileFromURL activity to other workflow file then call it with Isolate option as the following, if you use Studio?
