how to take read range rows count and write cell of 1 from A3 cell to read range rows count and how to do this without using excel application scope

For example i have one excel file which has like 400 rows count and I want 1 as to write 400 times in another excel from A3 cell it has to write as (1) - 400 times

same i want to write yyyyMMdd as 400 times from c3 cell
