How to go through each cell in a excel column and see if there is a duplicate value in a the excel sheet somewhere

hi,
how can i go though each cell in a excel column and find if there is a duplicate and copy that value and the row associated with it in the same sheet.

I have attached a sample excel file where I need to take each cell in Data column and see if (for ex: INC123 is in the Problem number column) - and if it is in that column, i need to copy the whole row associated with the match and paste it in the same row as the Data column.

What I understand is like you want to find a specific row from a table based on the Data column value ? Once you find it, what should be done is bit not clear, Kindly explain.
