How to find if a website is loaded in Remote desktop/ local

Hi,

When the website is loaded in Remote desktop or local, Outlook mail should be sent that the website is up.
The problem is, I’m not able to do find if the website was loaded. I used image exists(played with properties as well), on image appear, find image, delay, try catch. Nothing has worked properly.
