How to deactivate/activate from old (damaged) PC to new PC

Studio/Robot version:

I have 1 attended licence and activate on PC. Unfortunately my PC’s hard disk damaged, it cannot open OS. Now I got new PC and I would like to activate same attended licence.

I’ve ever change PC, I deactivated on old PC and activate on new PC. This case, I cannot do like that.
Please advise.

Thanks @AshwinS2. I think it’s not same.
I can deactivate licence if I can open my PC. But my pc cannot open because hard disk damaged.
