How to Create Server to test Webhooks

Hello everyone,
I want to make a demo Webhooks to testing receive notification when something new was created on Orchestrator .
But I don’t know how to create API to register on Orchestrator Webhooks and how to view or get the notification .
I watched demo from GitHub Webhooks with Azure. I want to make somthing like that.
