How to Convert from Gibberish to Hebrew

i need help,
i get Text from Dekstop Application,
and than i get the text from the table from there the string
is in Gibberish - something like that - ùìåí
how can i convert it to Hebrew?

its clear the Gibberish but change all the chart to “???”
