How to concatenate two row data of above row to below in particular column

Hi Team,

I have excel i need to concatenate two row data in particular column that row value i want to move below to above, I couldn’t able to concatenate. please any help me on this.

XX no and YY no both columns are blank than that row i want move below to above row
