How to block permission to assign user to folder?

It is silly, but I cant disable users to assign by themselves to other folders. On my existing role i left folders with only View option. Thanks to that I can’t create folders (but I am allow to delete one… thats strange)
I’m also allowed to assung/unassign user to specific folders. How can I block that permission?

Ok, it looks like permission was blocked after removing edit/delete/create rights for folders. But it required few times of logging in/out to work.
