Modern folder is not have option to add Robot? cannot add standard or floating robots…how it is add in live prodution?

In modern giving a robot role to users will automatically convert the user to a robot
tenant → Manage access → Edit users → Select robot role
then you can see that particular user in the robots tab

For Floating Robot
Here are the steps to generate the client ID and client secret. Please follow these instructions and let me know if you encounter any issues.
Step-1
Click The Add Machine
Step -2
Select Machine Template
Step -3
Add Any Machine Name, and Provide 1 in Production(For UnAttended)
Step -4
Click Provision
Step -5
You will get the secret ID and client secret
Copy it and use it.
Once you connected successfully, you will get the scree like this.
