Your counter, whose value is passed to the listoflines(counter) assign activity, is being increased by 2 when the loop kicks in. This eventually renders the number on the counter to be larger than the overall number of string items in your listoflines list variable. You need to work out how to avoid this in your workflow as it is obviously a case of flawed logic.
