I’ve tried exporting my dev app project, and reuploading it on the prod tenant. But when I click the “publish” button, it defaults to dev, and does not let me edit the environment field.

What is selected on the blue ribbon at the bottom of the Studio?
In Orchestrator, use the Solutions from your source tenant where the app is deployed and create the package.
Download the package.
Then, in the Prod environment, upload the package.
Deploy it to the needed Orchestrator folder.
Activate it.
Check whether you have permissions to publish it in prod tenant.
This is all created in Orchestrator, using the Apps sections.
When I click Export:
And then import it to other environment:
It doesn’t let me change the environment.

Not like that.
You should use the Solutions from Orchestrator.
