How can i compare two excel columns and find relation between them?

Hello comrades, I’ve got excel file with two columns, one with dates and one with dates and simlpe text.
Task is to define relation between paragraphs and specific date.
If date has more then one paragraphs, copy date on every paragraph, how it done on attach screenshot.
You can look at final datatable on Sheet2.
