Form Designer not opening when Project set as Windows

The Form Designer does not open when the Project is set to use Windows, but when Project is set to use Legacy it works fine.
Have not been able to find any detail on the prerequisites for this option.
Should the Form designer work when the project is set as Windows?

As I know, you should install .NET Desktop Runtime 5.0 (x64) in order to be able to open Form Designer as a Windows project.
Are you having .NET Desktop Runtime 5.0 (x64) installed on the impacted machine? Try to install it, then restart the machine and let us know if this helped you.

After upgrading the Form.Activities to the preview version (2.0.2), it now opens correctly.
