Find or check 2nd working day of the month

Hello Everyone,

can some body help me on how to find or check for the 2nd working day of the month.
My scenario is my bot run’s every 2nd working day of month can some body guide how can i check that the particular day is 2nd working day of month or not.

@ppr @arivu96 @Palaniyappan and others also please help.
