Could you maybe check with the below post :

UiPath Apps - Public App suddenly disabled

@irahmat , By default, this feature is disabled for all users. However, if you are an administrator with the appropriate App unit license allocation, you can now create public apps. To enable this functionality, please contact the UiPath Sales team for purchasing an app unit license. Thanks, Arvind
