Failed to Create ML Skill

I am trying to deploy an ML Skill made from a custom-trained document understanding package. Everytime I try to deploy the skill, it fails as below:

I’ve allocated two AI Robot licences to this tenant from the admin center so it should be licensed. However, when I check the licence allocation on the AI Fabric app then it doesn’t seem to have found them.

Am I doing something incorrectly to allocate the licences?
