Everyone I’m trying to enable test manger services from tenet but not able to though I have 1 testing license available.

As per your screenshot there are no license you have, contact your admin and ask them provide the license

This issue is coming because Test Manager requires a separate license, and having a Testing Runtime license alone is not enough. Even though you see a testing license, it is not the one used to enable Test Manager, so it shows “no license available.” You need to check in Admin → Licenses if a Test Manager or Test Automation license is available and allocate it to the tenant. If it’s not there, you’ll need to request or purchase it
