Why is Explore Package view option in the On-premise Orchestrator is disabled for few Projects?

Issue Description: Why is Explore Package view option in the On-premise Orchestrator is disabled for few Projects?

Root cause: Unfortunately, the option to explore packages is not available for Windows projects (.net5.0 or higher) in on-premise Orchestrator. The button is disabled, and when hovering it the message displayed as "Compiled packages cannot be explored" . More information can be read Exploring Packages.

But for Windows - Legacy (.net461) packages, it is possible to make use of Explore Package option.

Resolution: Publish the Windows projects to a custom location or push it to remote repository like Github, so that there is access to all the project .xamls. The "Include Sources" option will ensure that.

Where as this feature "Explore Packages" is available for both Windows and Windows-Legacy Projects if using UiPath Cloud instance as long as the "Include Sources" option is enabled from the project settings (it is enabled by default in Studio 23.10).

The other approach is to download the .nupkg from Orchestrator, and extract it locally with 7zip to explore its contents. Make sure the "Include Sources" is enabled.
