I had a similar problem, because the excel process was still running in the background. So I started to use the “Kill Process” activity after my excel scopes (after saving and hopefully end it normally) to make sure the process in the background is gone.
You could check in the task manager, if it’s still running in the background.

There seems something wrong with GC Collect (Global Cache Collect). You can add one Kill Process to kill Excel before using it.
Using Kill Process right after Excel Scope might corrupt the file as there are some after closure works Excel does.
