I create Time trigger to run a bot every 15 minutes, and I am getting error says :
Folder xxxx : trigger yyyy for process zzzz could not start. Unattended runtime license selected. There are no Unattended runtimes configured on the templates in this folder. (#2818 )
The machine itself is configured as this :
Can anyone explain, what the issue is?

Hey go to settings and check the available licenses
Also the privileges your user id is having @ahmed.emad

The license is 1 Testing Robot for this tenant. Do you think it is the cause of the error? if so, what is the reason?

Yes
Check license allocation once and try allocating unattended license once

Is there any way to use the Testing robot as it is the only robot assigned to this tenant?

Can u assign the license to the tenant ?
I guess there should not be other option
Most probably, in the Time Trigger, you selected the Production (Unattended) for Runtime type.
Try change that value to Testing and Update.
Try to run the process in the trigger.
What you are saying will tell me step by step through the screenshot
because, I have got the same issue with me
this solution is not working
If you have an enterprise license → raise a new case with Support.
If you are a community user, raise a new thread post and provide the details.
